Thanks @stixer - we won't fix this in cookies, so you'll have to ask for a submodule in https://www.drupal.org/project/media_entity_soundcloud → or create a cookies_media_entity_soundcloud contrib module. We once decided to not put further contrib submodules into cookies.
As reference for the implementation you may want to use cookies_video!

For a future release it would be an interesting approch to extend the cookie video submodule to a solution that supports more or even any core media entities just like the deprecated Media entity consent module. Should I open a feature request for this idea?
