Webform configuration missing

Problem/Motivation

Webform configuration screen is missing. When going to /admin/structure/webform, it says 404 page not found. When going to /admin/modules to access webform, the configuration button is missing.

Steps to reproduce

Installed via composer on Drupal 10. enabled the module via drush, updated the database, cleared cache.

    The steps to reproduce describe a common action which I can't reproduce. There must more steps to reproduce on your end.

    Use the repair configuration tool in the UI or drush webform:repair.
