[META] Track 1: Update Drupal.org for Drupal Starshot

Replace and update download page + create landing page for Drupal Starshot that links to:

We have some initial wireframes that were shown in the DriesNote, but we want to revisit them based on initial feedback and progress.
We want to finalize wireframes, designs, brand, and content for all necessary changes on Drupal.org for Starshot
We need to work with the Drupal Association and Drupal Marketing Committee (Promote Drupal) on how to position and explain Drupal Starshot
We want to test through user research with our target audience that this explanation/positioning is clear, and not confusing
We need help translating the designs into an implementation on Drupal.org
We need to develop a more detailed project plan, coordinated with the Drupal Association, for what we'd like to have in place by DrupalCon Barcelona and what we need to have by the initial launch.

We'd like to have a initial version by DrupalCon Barcelona, followed by a more complete version by the first official release of Drupal Starshot.
