There are at least two earlier duplicate issues, 🐛 Weight fields appear when editing a translation even if the order can't be changed Needs review and 🐛 New structure for template_preprocess_field_multiple_value_form Needs work but this one has the the cleaner fix than the first of those and is the only one that's a merge request, so going ahead and merging this.

I'll close the first and repurpose the second to focus on Gin where apparently issues still exist even with this patch.
