Offering to maintain or co-maintain "Theme Per User"

Problem/Motivation

There is bug fix 🐛 Creation of dynamic property ThemeSwitcher::$user_id is deprecated Active required for forward compatibility of PHP 9.
There is feature request ✨ Permissions? Needs review with code submitted but without any follow up
Automated D11 compatibility patch 📌 Automated Drupal 11 compatibility fixes for theme_per_user Needs review is also unattained

Judging from the above 3, at least this project require some attention and follow up. And I'd like to provide help.

Owner should be the most favourable be cause it has the most permission to deal with patching and issue control. But it is only needed if the current maintainer is totally hands-off or lost contact. I'd like to provide help to the project as much or as little as the original project owner wants. Please let me know what you think.
