Add entity operation for resending activation email

Problem/Motivation

An alternative and handy way for resending account emails is to provide entity operations. A link will then be available on the Actions/Operation links dropbuttons that are available in the People page, and other views listing pages.

This issue is for providing that for the account activation email; the same could easily be added for the registration/welcome email on a separate issue.

Added an MR with the entity operation. It's building on top of ✨ Add permission for resending emails Needs review and ✨ Add form for resending the account activation email Needs review - I'm not including that code here.
