Add action plugin for resending account activation email

Problem/Motivation

I think that this module should accommodate other account emails. Maybe even rename to resend_account_emails? It wouldn't make much sense to have separate modules for each account email type.

I also think that the welcome email is a bit different than the account activation and other account emails i.e. I think they should have separate action plugins etc. rather than one action for all.

Proposed resolution

Add an action plugin for resending the account activation email.
