Add Wildcard Option for Including and Excluding Configurations

The current approach, using regex to do wildcard matching within ids, is ambitious, but I'm interested to see how it turns out. For reference the config_ignore module supports wildcards, but only at the end. This was added to that module in #2855322: Exclude specific configuration if ignored from a wildcard → .

Please also add some documentation to the README on how to use the wildcard matching as part of this MR.

Needs to add a hints and examples in a markup field after the Forms to Include or Forms to Exclude config fields

Also must make sure ( validate ) that the form id is not listed in both Forms to Include or Forms to Exclude
