The "View all workspaces" is always visible

Problem/Motivation

The "View all workspaces" link is always visible even to the users that might not have access to the route.

Steps to reproduce

  • Enable "Use simplified workspace switcher in toolbar" at /admin/config/workflow/workspaces/settings
  • Login as a user that does not have access to "Administer workspaces" but has access to the admin toolbar.
  • Click on the workspace on the toolbar and click "View all workspaces"

Expected result: The option should only be visible to allowed roles.

Actual result: The option is always available.

Proposed resolution

Limit the access to the option based on access to the route.
