Oops, I noticed that I recreated a similar issue:

I'm seeing a few issues with the core/gallery block
1. the "link to" field does not do anything regardless of what you select, the images in a gallery are not linked.
2. The "resolution" section, where you would normally be able to select the image size, never loads and just spins (see screenshot)
3. you are able to choose an individual image size when you click on an image itself within the gallery, however in 8.x-2.8 you could select the same image size for all images on the gallery level. I believe this is how it works in wordpress as well.
