Unable to save Webform block if the Webform is closed "The Newsletter web form is closed. The status below will be ignored."

Problem/Motivation

Just tried to change the block description of a closed Webforms block and get this error (translated from German): "The Newsletter web form is closed. The status below will be ignored."

I've tried to change the status to closed, same message.

No matter if a Webform is closed or not, it should be possible to change, for example, the block description:

Steps to reproduce

1. Create a Webform
2. Make the Webform available as block
3. Close the Webform
4. Try to change the block description
5. => Error

Proposed resolution

Behave like the message says: Ignore the status, while don't prevent the form from being saved.

    I was wrong, it's about the archived option, it's an "opened" webform, but it's archived.

    However, still a bug and the message is kind of misleading.

    From the UI, when archiving a webform.

    If checked, this webform will be closed and unavailable to webform blocks and fields.

    The assumption is that when a webform is archived, you are removing it from the website but want to keep the submission data.

    If you archive a webform, you need to remove the block and field instance.
