I was wrong, it's about the archived option, it's an "opened" webform, but it's archived.
However, still a bug and the message is kind of misleading.
Just tried to change the block description of a closed Webforms block and get this error (translated from German): "The Newsletter web form is closed. The status below will be ignored."
I've tried to change the status to closed, same message.
No matter if a Webform is closed or not, it should be possible to change, for example, the block description:
1. Create a Webform
2. Make the Webform available as block
3. Archive the Webform
4. Try to change the block description
5. => Error
Behave like the message says: Ignore the status, while not preventing the form from being saved. Maybe show a more specific message about the archived status, instead using the closed status message.
