Show curated content and links on the start page Instead of results without a search query being entered beforehand

Problem/Motivation

If you get to /admin/modules/browse and you haven't entered a search term yet you are already presented with search "results" in the form of all the available modules sorted by popularity. That might be overwhelming or even confusing for some people in particular if the results not differ significantly from those with a search term entered.

Proposed resolution

One idea and direction for the start page might be an example from the webinar by the Smashing Magazine on Search UX (their ideation was based on the explorations by Luke Wroblewski, see https://www.lukew.com/ff/entry.asp?2019):

Translated to Project Browser the idea for the components added to the start page underneath the search bar and the filter section could be the following (in no particular order except the category links):

  1. section with most popular modules
  2. section(s) with curated picks (for example from the project browser maintainers, the drupal association and so forth)
  3. section with new modules
  4. section with category links (those category links might include the scope notes alongside the plain title, that way the scope notes/explanations would be directly available to users )

    I'm not convinced this is a major enough usability concern for MVP. We ARE actually providing a default set of filters, so there IS a search being executed, and I believe this would be expected behavior.

    yes there is a basic set of filter settings but when you arrive on the start page no actual query was sent yet. so the user gets results without actually searching anything at this point. and by providing queues and ideas (with curated lists and alike) as well as potential educational material with for example the scope notes of categories it could be provided inspiration to the user what to search for.
    take for example google, there you only have the search field and nothing else, no results are shown upfront. on the other hand amazon, they could should results out of the box, but without any search query entered they only show curated lists and provide ideas and queues.
