Offering to co-maintain Place blocks

We rely on this module for our platform. We will not be able to refactor to use Layout Builder or some other system to manage blocks for the foreseeable future. We have been patching this module to continue using it, but I would love to become a co-maintainer so we can commit D10/11 compatibility fixes and other patches to regular releases.
