Problem/Motivation

The Developer Experience while dealing with bundled js is weak, because there are conflicts that need to be resolved manually during a rebase any time any Svelte is touched.

Proposed resolution

Following in the methodology used by core, we should not minify the bundle.js; this will minimize conflicts. Drupal's aggregation will handle minification.
