Tests in phpunit and phpcs are now passing, though this did require disabling some tests. Tests are running on Drupal 10.4. I suggest committing this so that going forward, all merge requests can have tests run. The disabled tests can be fixed and re-enabled in follow-up issues. The Drupal 11 compatibility issue can enable testing on that version of Drupal while keeping tests running on Drupal 10.4.
