Problem/Motivation

A missing return point in gin_toolbar_theme() leads to PHP warnings.

Steps to reproduce

$ drush cache:rebuild; drush core:cron
 [success] Cache rebuild complete.
 [warning] foreach() argument must be of type array|object, null given Registry.php:480
 [warning] foreach() argument must be of type array|object, null given NestedArray.php:330
