Group Content Menus should not be deletable in a workspace

Problem/Motivation

When working with module group_content_menu, the group menus should not be deletable in a non-Live workspace.

Steps to reproduce

1. Create a group menu
2. Switch to a new workspace
3. Try to delete it via /group/ID/menu/ID/delete

Proposed resolution

Add an extra route access requirement to wse_menu
