Users that don't have access to menus, based on roles, can still see the icons

Problem/Motivation

I noticed that users with roles that have permissions that are disabled can still see those menu items. Although the menu item is not accessible, it becomes confusing because the icons are still displayed as well as the arrows.

Steps to reproduce

Currently using 10.2.5
After turning on New Drupal Navigation, create a role with a user that does not have access to People or Reports. Log into that role and view the sidebar. The result is as follows

Proposed resolution

Menu icons should not be displayed.

    Verified the Drupal core 10.2.x version, Found that Navigation module not exist in repository. The navigation experiment module was added from the 10.3.x version only. Attached are screenshots for reference.

    Verified the same issue on 11.x version working fine.

    Yes, Navigation module is not in 10.2 perhaps this was the contrib version? I also tested this on Drupal 11.x today and was not able to reproduce the problem. Due to the confusion about version and the results of my testing I am closing this as outdated. If that is incorrect, re-open the issue.
