Adjust Composer Forum position and help text

Many users with Composer challenges don't see the new "Composer" forum created half a year ago, and post in "Upgrading Drupal" ...

Suggested solution: Move Composer forum up

Perhaps the "Composer" forum can be moved up on https://www.drupal.org/forum → page, so that it's above "Upgrading Drupal"?

Also, in the "Upgrading Drupal" help text, we could add a link to Composer?

    Should not it be at least right after Upgrading Drupal? I would not want Composer is used for every question about upgrading Drupal just because that is the first sub-forum they see listed.

    I don't think that's a realistic scenario, or that it would even be a problem. As it is now, we too often have to ask for details.

    Moving up the Composer forum would increase the likelihood that a forum post enters the correct forum, with the right amount of details, so that we can much more efficiently help the user.
