Problem/Motivation

Navigations 'expand sidebar' on Layout Builder in wrong location.

Steps to reproduce

- goto Layout builder for navigaiton module: /admin/config/user-interface/navigation-block
- move to 'small breakpoint' notice 'Expand Sidebar' is at bottom of this page only.

Technically it works correct, we only need to disable some styles when sidebar in context of layout builder.
