[Regression] Password recommendations are not being announced to screenreader users

Problem/Motivation

During the a11y office hour on the 2024-04-18 (for the record the attendees were @bnjmnm, @mgifford @psebborn @rkoller, @Sanna Kramsi (no username on d.o), @shaal, and @the_g_bomb) we've discussed 🐛 Password suggestions are hidden from screenreaders Active and it was agreed on that properly fixing that issue might take a little while but it might be a quick short term fix and win to make Drupal announce password recommendations again. At the moment the password recommendations are going completely unnoticed to screenreader users (see https://www.drupal.org/files/issues/2022-08-19/drupal_user_profile.mp4 → ). Steps to reproduce

• Go to /user/1/edit with active screenreader
• Start to enter a new password

Proposed resolution

The goal for this issue is just to make screenreaders announce the password suggestions again. Any further improvement should happen in 🐛 Password suggestions are hidden from screenreaders Active
