Add Refresh Config Translation option

Thanks for creating the issue and adding the patch. I am new to the Configuration Translation module, so I have a difficult time seeing how I can reproduce the problem, and verify if the patch solves it ...

Perhaps you can add more details to the steps in the Issue Summary? Like, under which paths are some of the operations done, what string or change is expected where, and what is actually seen? Perhaps adding a few screendumps can be most effective for some parts ... ? Thanks!
