Add Refresh Config Translation option

Problem/Motivation

Updates done in Interface translation are not automatically added in the config translation. In order to be able to have the config translations updates with my latest interface translations I need to export the config file and re-import it.

Steps to reproduce

  1. Go to Interface Translation and add a new config translation
  2. Check if the config is translated
  3. Notice the config is not yet translated
  4. Go to config translation export and export the .po file
  5. Go to config translation import and re-import the previously exported file
  6. Notice the config translation is now updated

Proposed resolution

I've created a patch where I added a new Refresh tab. Submitting this will update the config translations with the latest changes from Interface translation.
