Version 3 as default on Gitlab?

Problem/Motivation

LocalGov Drupal looks great, thanks for making and maintaining it! I just added it to the Drupal distributions page at https://www.drupal.org/docs/getting-started/drupal-distributions/localgo... .

Since version 3.0.3 is the latest stable release, perhaps also make version 3 the default branch on Gitlab? (Currently it's version 2, last updated "2 years ago")

Steps to reproduce

Visit https://git.drupalcode.org/project/localgov/ and think the project looks abandoned, after seeing last updated "March 2022".

    Thanks for catching this @ressa. Development happens on GitHub and we recommend installing LocalGov Drupal using the Composer `localgovdrupal/localgov_project` package, so the drupal.org page and git repo doesn't get updated as often as it could.

    I have updated the default branch to 3.x.

    Thanks @stephen-cox for the update, and for working on LocalGov Drupal, it's a wonderful project.

    Do you know if it has ever been considered to make LocalGov Drupal easily adaptable for other languages, countries, and regions? Or maybe it already is? I ask because there will be a lot of overlap in the demands of a CMS for running a council, whether it's in UK, or Denmark, or Austria, or in fact anywhere. It could be something as simple as making regional differences, such as phone number format, or date format configurable (assuming they might be hard coded to UK standards currently). And there's no reason to make a whole new solution for another region, if there is a huge overlap of features. as an added bonus, the project could gain a lot more developers and testers, if the user base was expanded to be potentially any council in the whole world.

    A fair amount of work has been done to internationalize LocalGov Drupal as it's being used by a number of Irish councils.
