The translation file is not available at the translation server

Problem/Motivation

You can't install Drupal 11 in any other language than English.

Steps to reproduce

Install Drupal 11, selecting any language other than English on the first page (/core/install.php) and see the error message:

Errors found

Translation: The Danish translation is not available. The Danish translation file is not available at the translation server. Choose a different language or select English and translate your website later.

• Translations directory: The directory sites/default/files/translations exists.
• Translations directory: The translations directory is writable.
• Internet: The translation server is online.

Proposed resolution

• ☐ Fix the bug, so that Drupal 11 can be installed in other languages
• ☐ Add a test which attempts to install Drupal 11 in another language than English
