Not sure about removing help-topics but since it’s hidden don’t see a reason why not

Help topics removal is OK now that we've removed old updates <= 10.3.x from 11.x - sites will have to run the update that uninstall help_topics before they update to 11.x, so we know it's there when the update runs, and it's OK to remove once it has.
