Add a "Flush all" button at /admin/people/flood-unblock

Problem/Motivation

Having many entries in the flood table makes it very hard and annoying work to flush all by selecting all the pages checkboxes und clearing them.

Steps to reproduce

Proposed resolution

Provide a "Flush all" (or better term) to remove all entries at once.
The button should have a danger color and should be placed right beneath the current button.
