I contacted both the maintainers. This is the message I sent to westis.
Hello Daniel,
I am contacting you because Steven ( https://www.drupal.org/u/steven-jones → ) created an issue to take over Community Media Tools ( https://www.drupal.org/project/cm_tools → ), a project you created for which you are project owner and maintainer, to create a different project which uses the same namespace.
May you post a comment on https://www.drupal.org/project/projectownership/issues/3442537 💬 Transfer ownership of Community Media Tools Active about accepting or declining the offer? Please do not reply via email; we need a reply on the offer issue.
Without a comment posted on that issue in the next 14 days, Steven will be probably made the new project owner and be able to commit the new project.Neither project moderators nor site moderators will change the existing maintainers/co-maintainers.
The purpose of requests to take over a namespace is to commit code for a different project, not creating a Drupal 9/10 release of an existing project; the new project could even have a totally different purpose.I have also contacted Kevin Reynen (kreynen, https://www.drupal.org/u/kreynen → ), the other project maintainer.
Best regards,
Alberto Paderno

Hi,
Since 2017 I am no longer working for the organization for which we created this. And I am no longer working with Drupal. I am perfectly fine with Steven Jones taking over the ownership to continue the development!
