Remove deprecated code from field_ui

So doesn't have a version when it would be removed but field_ui_form_field_config_edit_form_alter has a deprecation alter. The CR was for 10.2 so image that 11 was the target? https://www.drupal.org/node/3386675 →

Good spot! I think the entire hook_form_alter() implementation can be removed there since it only exists to provide the bc layer.

All I did was remove the test for that hook.
