Alert Type Permission

Problem/Motivation

Alerts given to members should not be seen by another member. This alert can be a penalty or warning.
Either the member should only see the alerts given to him or her, or if the member needs to see the alerts of others, permission should be created according to the alert type. For example, reward type alerts are visible to everyone, while warning type alerts should only be seen by the member who is warned.
