Generator is out of date with recent changes

Problem/Motivation

A few recent changes were not reflected in the generator. These are:

The $property_prefix variable in libraries/partials/settings/_base.scss does not respect the theme abbreviation option.
The cypress folder moved so it was no longer getting removed.
The new .tugboat folder was not being removed.
