Bug in data-offset-top logic

Problem/Motivation

The data-offset-top attribute logic is backwards, leading to cases where the secondary toolbar blocks other UI elements positioned by Drupal.displace.

Steps to reproduce

Add and enable the Layout Builder Plus module, and edit a page's Layout:

Fix the logic so that `data-offset-top` is applied correctly.
