Problem/Motivation

Local generation of Webp files is not occurring as expected.

Steps to reproduce

1. Clone the production site locally.
2. Enable Stage File Proxy, turning off all except the Origin website and directory.
3. Clear the cache and visit the site; images should display correctly.
4. Add new content locally for testing with images and save it. Upon page load, images may appear broken.
5. Below are Image field setting,

Image field format - Responsive image
Enable lazy loading
ImageAPI Optimize WebP module enable and configured for the site

Proposed resolution

If original file exist locally then webp file should be generated before checking it in prod server.

I believe this is causing issues in some scenarios, as explained in #3402972-29: Fetching does not respect use_imagecache_root when using converted webp image styles →

Instead of bouncing back n forth going to close this as duplicate and focus can go to 🐛 Fetching does not respect use_imagecache_root when using converted webp image styles Fixed will move over relevant credit.
