Layout Builder: Error 500 if existing configuration for missing region

Problem/Motivation

When my ui_styles configuration doesn't match layout, I get 500 error on Layout Builder page. It prevents me from fixing the configuration.
The issue appeared with unfinished drupal core "Change layout" proposition ✨ Allow changing the layout of an existing section in Layout Builder UI Needs work .

Steps to reproduce

1. Apply patch from ✨ Allow changing the layout of an existing section in Layout Builder UI Needs work
2. Go "Change layout", select with less available areas.
3. Layout page is broken forever.

Proposed resolution

Skip existing configuration if it can't be applied to allow reconfiguration.
