Inconsistent Behavior of Expand/Collapse Buttons in Accordion Component

I am assigning myself the task to begin the work, thanks Elena!

This has fixed the "Expand All" or "Collapse All" button text and functionality.
The only thing I wasn't sure about is the default on load as the first accordion item is always open.
It is currently set to say "Collapse All" on load because of that first item being open. This made sense if the use case was a single accordion item.
