Re-create Smart Date Starter Kit as a recipe

There should be a new branch to make a ME against as this would be a sea change in code.

• The composer.json file needs its type changed to drupal-recipe.
• We'll want to remove the smart_date_starter_kit.info.yml file.
• README.md should be updated.
• In recipes, there isn't an idea of subfolders in the config folder, so move the configs in the install and optional folders to the /config folder.
