Support for Microsoft IIS changed for Drupal 11

I just fixed this in the new 11.x branch of the user guide. I opted to remove the content about IIS from the guide all together. The intent is for the guide to be accurate for the latest stable release of Drupal and to include minimal addendums regarding older versions. Since it seems like use of IIS is minimal, and it's mentioned on the wiki pages linked from the guide I think it works fine here. Though feel free to push back if you think removing it is a bad idea.
