Offering to maintain PHPStorm metadata

Yes, I also want to throw myself in the ring. There's not much to do to make the module compatible with D10+ but I would really love to keep this module alive because it's truly been a helper when working with PhpStorm.

It's nice to hear that this project is still used by community. I should have handed over maintainer rights earlier, but it slipped my mind for a while.
I'll add both of you as maintainers, let's see how this works out.
