Allow settings "secure" attribute of overlay cookie

Problem/Motivation

In order to tighten our security configuration, we would like to set the "sicmsplugin" cookie secure attribute. Attached is a patch that adds an option to do this, the default of which is to *not* set the attribute to match existing behavior.
