Library install instructions for charts_billboard do not work

Problem/Motivation

I tried following the library install instructions for charts_billboard. I did not end up with the needed dist directory. This sounds like #3306367: Billboard.js cannot be found status report and security concerns regarding local install method → . I ended up using the wget method described in that issue and committing a copy of the library to my repo.

Proposed resolution

Update instructions. Perhaps mention the wget method there.

Figure out what the new instructions should be. Implement.

    I was able to follow the instructions, with a minor version change, and successfully install the charts_billboard library.

    If you can provide more details of the exact error you faced, I might be able to help.

    There was no error message. After following the instructions, the dist directory did not exist.
