Problem/Motivation

Simply defining the CSS under the regular plugin is sufficient for it to get loaded on the back-end. No need for custom code to alter the page libraries.

Proposed resolution

Remove the logic from the .module file, update the libraries.yml file. Extract the Ckeditor modal CSS into a separate file.
