Users with enough privileges should be able to customise shortcut sets per role

Problem/Motivation

A natural step for plugins available on the Shortcut Set selection, role is something that could be useful as part of core.

Proposed resolution

Add an additional plugin that supports shortcuts by role that can be selected on the Shortcut Set entity type.

Data model changes

A new config entity reference field would be added to shortcut sets of the type role.
