Shortcut set default plugin

Problem/Motivation

The current shortcut module allows to have multiple shortcut sets that behave the same for all users, it is necessary to keep this feature for backwards compatibility.

Proposed resolution

Add a new plugin manager that exposes its plugins as part of the Shortcut Set entity type form, a default plugin should be provided for sitewide shortcuts. This plugin should behave as the current module does.
An update of version of the shortcut module should migrate all the existing shortcut sets to be "sitewide".
