Add a command to allow users to chose to go back to a config check point, thus allowing them to revert recipe application

It occurs to me that this makes #3409718: Add CheckpointListInterface::merge() or ::squash() to allow NOT keeping a checkpoint after application → more important, because if you have a lot of old crufty checkpoints, you would have a harder time knowing which one you want to roll back to.

It might even be necessary to block this issue on that one, but I'm not quite ready to make that call.

I think the command shouldn't really be a recipes command but a config check point command and the command should put the user in the control of the crufty checkpoints and enable them to remove them.
