Problem/Motivation

I am working on a site that is not ready to go live with the views.view.moderation_dashboard.yml and it is disabled. This causes the be fatal error to be thrown.

Symfony\Component\Routing\Exception\RouteNotFoundException: Route "view.moderation_dashboard.page_1" does not exist

Steps to reproduce

Disable the 'Moderation Dashboard' view via /admin/structure/views/view/moderation_dashboard

Proposed resolution

Don't add 'Moderation Dashboard' link to toolbar if the view is disabled.
