When having a default for a content type for no-indexing, unchecking 'no-index' has no impact. You can workaround this by explicitly setting it to 'index' but that should already be assumed if all the no-indexing options are turned off.
Add a default state for a content type that checks all the 'no-index' options. Edit a node of that content type and uncheck all the no-index options and save. Return to edit and see all the no-index options turned back on.
