[PP-1] Move configurable user actions to the actions module

Problem/Motivation

After 📌 Stop using action in user module in role entity hooks Active and 📌 Move some Action plugins to Action module Needs review we could consider moving the configurable user actions to the actions module, since they don't necessarily make sense without a UI.
