Use @aria-label instead of hidden header in menu-local-tasks.html.twig

This patch switches to @aria-label.

This alternative patch fixes the ARIA reference.

I prefer the patch in #3 for the sole reason that the Olivero and Claro core themes use currently using aria-labelledby. Using patch #3 preventing the aria mislabel error.
