Add sandbox init and shutdown methods to batch ops service

Crediting JayDarnell, NateDouglas and skyriter as they as well as myself contributed to the code that is serving as the basis for this while on the VA.gov project.

I am going to call this part done. The service does not connect to anything yet, but the methods have been created.
