Update multilingual logic to use plugin system.

Problem/Motivation

Followup to 📌 Add internal path redirect support for multilingual sites Needs review .

From Steve:

For the @todo to simplify the logic in handleInternalPathRedirects, I think we could use the plugin system and contain each logic piece in a separate file so that we can more easily test and repeat this. Maybe we can create a backlog ticket for that, low priority when we have time :D
