Unreserve or create "book" module in contrib

From the parent meta issue, looks like maintainers are ready to push code for this in the next couple of days? pwolanin will you be the primary maintainer?

@drumm - I should be able to run through this process within a day or two when it's possible

Done and went ahead and created the module project: https://www.drupal.org/project/book → So it is ready for updating the project description, adding co-maintainers, and pushing to the Git repository.
